บทคัดย่อ
การวิจัยเรื่องการจัดการเครือข่ายภูมิปัญญาท้องถิ่น เทศบาลตาบลฟ้าฮ่าม อาเภอเมือง จังหวัดเชียงใหม่ มีวัตถุประสงค์เพื่อศึกษารูปแบบเครือข่ายภูมิปัญญาท้องถิ่น และกลยุทธ์การจัดการ เครือข่ายภูมิปัญญาท้องถิ่น เทศบาลตาบลฟ้าฮ่าม อาเภอเมือง จังหวัดเชียงใหม่ ที่ได้มีการสืบสานภูมิ ปัญญาท้องถิ่นในพื้นที่ให้แก่เด็กและเยาวชนจากผู้สูงอายุ โดยศึกษาในช่วงเดือนเมษายน 2557 – มิถุนายน 2558 ประชากรในการศึกษานี้คือ สมาชิกชุมชนและผู้มีส่วนเกี่ยวข้องกับเครือข่ายภูมิปัญญา ท้องถิ่น การวิจัยนี้ใช้วิธีการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ใช้เครื่องมือในการศึกษาด้วยการจัดเวที ชาวบ้าน การวิเคราะห์ชุมชน การสัมภาษณ์ การสนทนากลุ่ม และการสรุปบทเรียนร่วมกันตาม กระบวนการจัดการความรู้ ผลการวิจัยพบว่า รูปแบบเครือข่ายภูมิปัญญาท้องถิ่น เทศบาลตาบลฟ้า ฮ่าม เป็นรูปแบบการนาเอาสถาบันหลักในชุมชนมาเป็นกลไกในการพัฒนาและสร้างชุมชนให้เข้มแข็ง ได้แก่ สถาบันการปกครอบ (บ้าน) สถาบันศาสนา (วัด) และสถาบันการศึกษา (โรงเรียน) เรียกว่า ประชาสังคมแบบ “บวร” อันเป็นรูปแบบกลไกที่ก่อนให้เกิดกระบวนการสร้างเครือข่ายทางวัฒนธรรม ท้องถิ่นที่เข้มแข็ง ผ่านศูนย์กลางคือ สภาวัฒนธรรมเทศบาลตาบลฟ้าฮ่าม ส่วนกลยุทธ์การจัดการ เครือข่ายภูมิปัญญาท้องถิ่น เทศบาลตาบลฟ้าฮ่าม พบว่า เครือข่ายภูมิปัญญาท้องถิ่น มีกลยุทธ์การ จัดการโดยการปลูกจิตสานึกร่วมมือกันสร้างความเข้มแข็งด้านภูมิปัญญาท้องถิ่นผ่านระบบการศึกษา ศูนย์เรียนรู้ปรัชญาเศรษฐกิจพอเพียง รวมทั้งสร้างศูนย์ประสานงานเครือข่ายกับองค์กรอื่น การกาหนด จุดมุ่งหมายร่วมกันทั้งจากสมาชิกกลุ่ม ชุมชน และส่วนราชการ จัดกิจกรรมที่สอดคล้องกับความ ต้องการของสมาชิกชุมชน มีความทันสมัยสอดคล้องกับความเป็นปัจจุบัน และทาให้สมาชิกกลุ่มได้รับ ประโยชน์ในการเข้าร่วมเป็นส่วนหนึ่งของภูมิปัญญาท้องถิ่น แนวทางการสร้างความร่วมมือระหว่างเทศบาลตาบลฟ้าฮ่ามกับผู้มีส่วนเกี่ยวข้องกับภูมิ ปัญญาท้องถิ่นภายในเทศบาลตาบลฟ้าฮ่าม เสนอแนะว่าควรดาเนินกิจกรรมที่สร้างความภาคภูมิใจ ความรักในชุมชน หรือกิจกรรมความสนใจทางวัฒนธรรมท้องถิ่นอย่างต่อเนื่อง เพิ่มช่องทางกระจาย ข่าวสารจากเทศบาลสู่ชุมชน และสนับสนุนการประกวดแข่งขันภูมิปัญญาพื้นถิ่น เพื่อกระตุ้นและปลูก ให้เยาวชนสนใจเรียนรู้ภูมิปัญญาท้องถิ่นสืบไป
Abstract
The research titled “Cultural heritage network management for Municipality Tambon Fa-ham, Muang District, Chiang Mai Province” aimed to investigate types of local wisdom and strategic management of local wisdom network of Fa-ham Subdistrict Municipality, Muang District, Chiang Mai Province which were transferred by old people to children and teenagers in the mentioned area studying from April 2014 – June 2015. The population used in this study included club members and people who concerned with local wisdom network. This research was a participatory action research. The tools consisted of local community forums, community analyses, interviews, focus groups, and lesson summaries based on knowledge management process. The findings revealed that the types of local wisdom network of Fa-ham Subdistrict Municipality were to use the main institutes in the community as the device for developing and strengthening the community, such as governmental institute (houses), religious institute (temples) and educational institute (schools) which was called “Glorious Civil Society” as a form of mechanism for building a strong local culture network through the center which was the cultural council of Fa-ham Sub-district Municipality. According to the strategic management of local wisdom network of Faham Sub-district Municipality, it was found that there was a strategic management cultivating conscious, cooperating to strengthen the local wisdom through educational system, such as the economic sufficiency learning center, creating coordinating networks with other organizations, setting goals together deriving from group members, the community and government agencies, arranging activities meeting the needs of community members. in accordance with the present being and making group members benefit from being a part of local wisdom. Regarding how to create the cooperation between Fa-Ham Sub-district Municipality with those involving with the local wisdom within Fa-Ham Sub-district municipality, it was recommended that activities generating pride, love In the community or interests in local culture should be performed and organized continuously. The broadcasting channels from the municipality to the community should be increased. In addition, local wisdom contests should be supported to encourage and instill young people to learn and to be interested in local wisdom further.
